The soldier in question is Karl Koch (born 1905), Lance Corporal in a Sanittstruppe (medical troop) at the Medical Park 103 in Agram (Zagreb, Croatia). There, Koch served between February and December of 1943 by refitting and supplying Croatian troops with medical material. For this, his duty station leader, Stabsapotheker (Staff Pharmacist) Falk Riedel recommends him for the award. He
